I would like to create a mind map with an “annotation layer” that acts as a sort of overlay with text and connectors. Is this possible to achieve?

Yes It would be ideal to toggle a layer’s visibility from the tool bar or by assigning a toggle visibility action to an element. LucidChart offers this feature but it is not nearly as elegant as Whimsical. It would be a great addition!
